Who we are
Chapman Hamer Limited (CHL) was founded in 1994 by David Chapman
and David Hamer.
Known as ‘the two Davids’, people often mix us up.
We’ve worked together since 1991, initially as University
Computer Science lecturers.
Throughout our careers we have educated, developed and managed
small and large IS/IT projects in diverse fields including:
defence, news, telecoms, travel, banking, insurance and the public
sector.
We are mature, stable and well-established.
Brief Company History
Initially we acted as freelance software developers and
specialist IT trainers. In 1997 we were asked to develop a time
recording system for the Coventry & Warwickshire TEC.
This was then adopted by several Business Links.
In 2001 it impressed the Learning + Skills Council (LSC). It was
re-written to handle their volumes: 47 local offices and 3,000
users.
Since 2002, TS2000 Activity Analysis has helped the LSC to fully
recover their ESF administration costs.
In 2003 we started working on a project monitoring system: FM2000
Fund Manager.
Its development is guided by Business Links, FE Colleges, Local
Authorities and Voluntary Sector organisations.
